10 April - Risk of spill update for Goulburn and Campaspe systems

The Resource Manager for northern Victoria today updated the 2023/24 risk of spill information for the Goulburn and Campaspe systems.

Resource Manager Mark Bailey said the risk of spill at Lake Eildon and at Lake Eppalock remained above the 10 per cent threshold needed for a declaration.

“The levels in Lake Eildon and Lake Eppalock are falling but both remain above 90 per cent capacity,” he said.

“Rain in early April has slowed the rate of fall at each storage.

“The risk of spill at Lake Eildon this season has increased to 70 per cent.

“The risk at Lake Eppalock is 45 per cent.”

Dr Bailey said low risk of spill declarations are unlikely before June 2024.

“Operations to manage water levels and resulting deductions from spillable water account balances are still possible in the Goulburn and Campaspe systems before June 2024,” he said.

“Any deductions needed before the end of the water year will be finalised on 10 June.

“The allocation still in spillable water accounts on that date will return to allocation accounts.

“Entitlement holders should factor returning spillable water allocation into their carryover planning for 2024/25.”

Dr Bailey repeated the risk of spill assessment referred to water accounting only and did not describe the chances of flooding.

12 March - Risk of spill update for Goulburn and Campaspe systems

The Resource Manager for northern Victoria today updated the 2023/24 risk of spill information for the Goulburn and Campaspe systems.

Resource Manager Dr Mark Bailey said while storage levels are gradually falling at both Lake Eildon and Lake Eppalock, the spill risk remains above the threshold needed for a declaration in each system.

“Water levels are reducing at both Lake Eildon and Lake Eppalock as water is released to meet downstream demands, though not enough to significantly change the spill risk,” he said.

“The Goulburn system risk of spill before the end of 2023/24 remains around 60 per cent and the Campaspe system falls slightly to 45 per cent.”

Dr Bailey reaffirmed that high storage levels at Lake Eildon and Lake Eppalock meant a low risk of spill declaration in each system may not occur before June 2024.

“Water level management and reductions to spillable water account balances may still be necessary in the coming months in the Goulburn and Campaspe systems.

“Any deductions needed before the end of the water year will be finalised on June 10.

“The allocation remaining in spillable water accounts on that date will return to allocation accounts for entitlement holders to factor into their carryover planning for 2024/25.”

12 February - Risk of spill update for Goulburn and Campaspe systems

The Resource Manager for northern Victoria today updated the 2023/24 risk of spill information for the Goulburn and Campaspe systems. 

Resource Manager Mark Bailey said the Goulburn and Campaspe spillable water accounts required further deductions after the impact of rainfall in early January.

“Water level management operations resumed at Lake Eildon and Lake Eppalock with the rain,” Dr Bailey said.

“The releases continued until late January and will cause deductions from the spillable water accounts in the Goulburn and Campaspe systems.

“The volume and percentage deduction will be confirmed in the February 15 seasonal determination assessment."

Dr Bailey further advised that high storage levels at Lake Eildon and Lake Eppalock meant a declaration of a low risk of spill in each system may not occur before June 2024.

“Right now, the risk of spill at Lake Eildon and Lake Eppalock before the end of the 2023/24 water year is greater than 10 per cent,” Dr Bailey said.

“Level management may still be necessary at each storage and could impact spillable water accounts.

The Resource Manager for northern Victoria today updated the 2023/24 risk of spill information for the Goulburn and Campaspe systems.

Resource Manager Mark Bailey said recent rainfall meant deductions from spillable water accounts in the Goulburn and Campaspe systems would resume.

“Storage levels at Lake Eildon and Lake Eppalock have increased with the rain received since the start of January,” Dr Bailey said.

“Releases to manage water levels at Lake Eildon are occurring and Lake Eppalock is spilling. These releases will result in deductions from spillable water accounts in the Goulburn and Campaspe systems.

“The volume and percentage deduction will be confirmed in the January 15 seasonal determination assessment."

11 December 2023 - Low Risk of Spill Declared in the Murray system

The Resource Manager for northern Victoria today updated the 2023/24 risk of spill information for the Murray, Goulburn and Campaspe systems.

Resource Manager Mark Bailey said the spill risk in the Murray system had fallen below the threshold needed for a declaration of a low risk of spill.

“Releases to meet water demand and declining inflows have effectively removed the need to manage storage levels at Lake Hume again this season,” Dr Bailey said.

“The risk of spill is now below 10 per cent. Allocation held in spillable water accounts in the Murray system will be returned to allocation accounts. 

“The risk of spill and potential for further deductions from spillable water accounts in the Goulburn system is about 70 per cent and about 20 per cent in the Campaspe system.”

The risk of spill assessment refers to water accounting only and does not describe the chances of flooding this season.

The Resource Manager for northern Victoria today updated the 2023/24 risk of spill information for the Murray, Goulburn and Campaspe systems.

Resource Manager Mark Bailey said rain in early October had kept the risks of spill above the threshold for a declaration in each system and would cause further deductions from spillable water accounts in the Goulburn system.

“Releases to manage levels at Lake Eildon resumed after recent rainfall produced large inflows,” Dr Bailey said.

“Releases to manage Lake Hume also occurred during September and into October.

“The volumes to be deducted from spillable water accounts in the Goulburn and Murray systems will be confirmed in the October 16 seasonal determination announcement.

“While releases from Lake Eppalock are meeting downstream operating needs, it is possible for releases to manage the rate of fill could still be needed.

“The risk of spill and potential for further deductions from spillable water accounts in the Campaspe system is about 30 per cent.”

The Resource Manager for northern Victoria today updated the 2023/24 risk of spill information for each of the Murray, Goulburn and Campaspe systems.

Resource Manager Mark Bailey said the risk of spill remained unchanged.

“The risk of spill in the Murray, Goulburn and Campaspe systems remains at 100 per cent,” Dr Bailey said. “Storage releases to manage the rate of fill continued through July and into August.

“The releases mean deductions from spillable water accounts in all three systems. The volumes will be confirmed in the August 15 seasonal determination announcement.”

Dr Bailey noted releases to manage the rate of fill at Lake Eildon had ceased in early August.

“Recent drier conditions and lower inflows have allowed operators to reduce the volumes being released from Lake Hume, Lake Eildon and Lake Eppalock. The release from Lake Eildon is now meeting downstream operating requirements.”

The Resource Manager for northern Victoria today updated the 2023/24 risk of spill information for each of the Murray, Goulburn and Campaspe systems.

Resource Manager Andrew Shields said the risks had not changed since the July 3, 2023 assessment.

“The risk of spill in the Murray and Goulburn systems remains at 100 per cent as releases from both storages continue to manage the rate of fill,” Mr Shields said.

“These releases will mean deductions from spillable water accounts in the Murray and Goulburn systems. The volumes will be confirmed in future seasonal determination announcements.

“The risk of spill in the Campaspe system is also very high, currently at 99 per cent.”

Mr Shields said the risk of spill assessment did not describe the chances of flooding this season.

“The risk of spill is a water accounting assessment. It does not refer to flood risks downstream of the storages.”
